WEALFARE LAW AND EMPLOYMENT LAW

  Althogh the aftermath of the defeated war, Japan has 
experienced a burst fild, food shortage and black-market, 
but we psycholgically retained sense of emancipation and 
brightness of promising future.
  People began to feel relief on barely surviving and 
freedom from military as absolute suppressor. 
Democratization enchanced by the occupation forces also 
arose sharply in various places. Labor movement was 
revitalized demonstration of rice riot happened.
  That impact extented to the person with disablity. The 
disabled person who has been out of shpere were organized 
groups depending on handicap category and area.
  Serverely disabled person restricted nomal activity felt 
sense of crises that they couldn't expect protection from 
thier families any more because of poverty and increasing 
nuclear family. Under the circumstances, the law and 
employment promotion law for disabled were enacted. 
  Originally these laws were aid for wounded soldiers who 
lost the body which has protected them. It was obiously 
known by the fact that objects of disabled evaluate standard
were mainly person who lost their sight or who had their 
arms and legs amputated.
  Eventually the situation reached a point where general 
disabled person can't be disregarded.
